Postgres 2019 Summer Security Release 2

Another patch for postgres has landed. This patch moves the latest secure version to pg 11.5, pg 10.10 and pg 9.6.15. The highlight of this release is fixing a security issue around executing arbitrary SQL during SECURITY DEFINER execution as well as over 40 other bug fixes.
